The buildings are the reason. Lemon Street runs three and four storeys of Georgian granite and stucco straight down to the pavement, with no front garden to stand a base plate on. Boscawen Street is the same at ground level: setts, buses, deliveries and a trading shopfront under most elevations worth reaching. Around the cathedral the ground you would normally build off is pedestrianised.
Out from the centre it changes again. The hill streets off Tregolls Road and Chapel Hill carry Victorian terraces on a slope, where the levels matter more than the height. Highertown and Threemilestone are ordinary access. At Malpas the lane is single track, so what we can get down there shapes the design.
